A/C and heating issues

Engine: 4.0L I6
So, I got a 2001 XJ, and slowly trying to reapair MANY issues.
The new one I found was that the a/c was blowing air of always the same temperature. Took it to mechanic and he recharged the system, the A/C works nice now, but after an hour or so I found a few driplets of water, can A/C leak inside?... The other issue is that the heat was bypassed, and mechanic wants $600 for repairs.
Can someone shed some light on why would previous owner bypass the heat (the car is from NJ, its not like there are hot winters there)?

A lot of people bypass the heater core if it leaks. They are usually a PIA the change out hence the high cost.
If ya get ya chilton or haynes manual it can be done with some patience.
