A/C Heat problem

A/C Heat problem
So I've had my 93 cherokee for about two months now and its my first xj so I'm still getting used to some stuff, in this case the A/C and heat. The only time when either works is when I'm driving fast enough to push air through the engine. When I come to a stop the air stops blowing through the vents. Is this a typical thing for a 93 xj or is something wrong? Also only the "norm" A/C and heat work, the other selections on the dash dont work, such as max A/C and the others. Could this be an electrical issue or an engine/part issue? I want to get this figured out before winter hits because the Oregon Coast can get a bit chilly... Thanks for your input.
