A/C Compressor stays on

It seems that even when I turn on the heater and have it set to blow on windshield I can still hear the fan clutch engange and disengage. After a while of driving, I can see the condensation puddle on the ground when parked.
I assume it's not normal correct? How do I stop it from doing this?

Any of the 5 vent selector positions circled in yellow engage the compressor. The 2 (white) vent selector positions not circled are the only positions that do not engage the compressor.
