A/C Compressor Short-cycling problem

A/C Compressor Short-cycling problem
I have a 99 XJ sport and I'm trying to fix my A/C with a do it yourself kit. I put the whole AC system (High and low) under vacuum. I got it to go down to -27psi when it was stable. Then I closed off the high side valve and Added the R134a until the low side read 55 psi - If it was any lower then the compressor wouldn't even kick on. The kit said that is the standard pressure for the low side given the ambient temp. There are not any leaks because the gauge values are pretty consistent when the compressor goes on and off. The high side reads just about 140psi or so when the compressor engages. When the system is static and off, both high and low read 55 psi which is normal right?
I have a pretty good understanding of an A/C system since I learned about it in my Thermodynamics class at school. I'm just very confused about the short cycling of the compressor (compressor turns on for two seconds then turns off for two - the gauges fluctuate with in the same time range). It's a brand new compressor. Before the clutch went bad on it, the A/C worked fine.
Any tips would be much appreciated since I'm dealing with traffic every morning and its 100F outside lol.

static pressure for where you are at would be around 85psi, add another 6 to 8 ozs and you should solve your problem. The readings you came up with would be fine if you had an orifice system, but the jeep uses txv(throtle suction valve) different world.

It worked!
Thanks! That was exactly the problem. unfortunately i cant get it all the way to 85psi because the recharge canister i guess is made for the other systems (55 psi) with a max of 75 psi, but it made all the difference and It's ice cold. Thanks again and thank you for the welcome message
