I have same issue on my '98. I just had it charged with dye added and there are no leaks. Mine runs maybe 15 minutes and then stops blowing cold. When its working the air in the vents is 45 degrees.

I found two things that other XJ owners say it could be.

1. low pressure cycle switch. See TSB 24-13-99. Part number is 05015871AA for 97 and 05015872AA for 98 and 99. Its about $30.

2. gap on compressor clutch.

I'm going to first try removing the clutch to see if there are any shims (washers) left that can be removed. I think it comes with 3 standard. I will remove one and see if that helps.

Ok I removed 1 of the 2 shims and sanded off a little bit of rust on the clutch and that did fixed my issue. I did not remove the belt. Very easy to do. The video did a nice job of laying it out.
