Busted Bolt Replacing Water Pump

Busted Bolt Replacing Water Pump
I have a 2001 Jeep cherokee sport. I was replacing my water pump today and I busted the top bolt off. I still removed the bolt and got everything cleaned up and ready for the new pump.
I tried the propane torch and vice grips, to no avail. Any other ideas?
Also someone recommended just putting it back on with the other 3 bolts and not bothering to remove the busted one. I figure thats a bad idea. But since I am an below average car mechanic, who until today had never done anything more than brakes or oil changes is that a viable option? The car is mostly an around town car when my wife and i go separate places, which is rarely.

You can spray it with WD-40 & lightly tap it with a hammer a few times, it might help. Hammer & vise grips.
I broke one off & my dad welded a nut to the broken bolt. I guess you could use JB Weld.

I can't post links with my phone or id find it for you, but I'm pretty sure there is a video on youtube where a guy had the same problem. Might try there. Seems like he had a good fix.

If you can't back it out with vice grips, weld a nut to it.
If that isn't an option then cut it off flush and try a left handed drill bit or a standard bit and an ez out.
If you can't get that that to work (don't break off the ex out), then drill it out completely and use a helicoil to rethread the hole
