Bumper trimming question?

Default Bumper trimming question?

I was wondering if anyone has had experience trimming the added on bottom portion of this bumper off. I think I am going to remove the fog lights and trim this extra piece that hangs down because it will look better. I also want to trim up and around both sides to where this portion meets the regular part of the bumper because I am going to be cutting it real close once I put my 31's on. I had a tire fitting tonight, and the tires barely clear by a hair this extra part of the bumper that hangs down and then wraps up on both sides. I figure I'll just get rid of it. Anyone have experience doing this? What is the best thing to use to cut it? It is just plastic

A skill saw or sawz all should do the trick.
