Bumper mounts junked, how can I weld it on or make new brackets?

Bumper mounts junked, how can I weld it on or make new brackets?
I got into a crash and my bumper got torn off. The metal frame thing that it mounts into is still intact and not bent but the metal is kind of torn from the bumper ripping out. The little pieces of metal that stick out and also help with the mounting are mangled.
I am still going to use mu OEM bumper for now but I am going to get a HD one eventually. Any suggestions as how to get it back on?

i used 3/16 steel and made plates for either side of mine and welded them in around the edges and rosette style. i also made it so it strengthens the steering box bolts

btw mine were just as screwed as yours. u could use 1/8 or under like finny said i just went a lil overkill because i mounted a winch bumper on that

Make that outter face as flush as possible using heat and a hammer...i can see it's pulled out. Then take a piece of plate and put it on the inside of the unirail, which you can reach inside of from the front. Weld it in, place a new bracket up to it and it'll show where the new hole needs to be drilled. You'll be able to insert the nut through the unirail as well.
I just did a similar job last week, although the bolt/nut wasnt torn through the unirail.
