How did you get this? Who did you contact? and was it free?

 

That code is on all the Government fleet vehicles I have seen.. Means what it says, it was warranted as per terms of the gov BID. Some Bureaucrat, probably drove it for a few years before being sold as Surplus.. I'd pull a car fax on it, to determine how long it was in Gov service.. The longer the gov used it the better. Private party owners don't typically maintain vehicles as well as gov't owners do.
