Don't heat that red how, it is in aluminum and it will melt first. It looks like it got bottomed out against the manifold. Try cutting off that excess sticking out behind it. Also I have an itty bitty pipe wrench my son the plumber laughs at for getting on rounded bolts

clamp a washer over the broken off stud and weld thru hole onto the stub

then weld a nut onto the washer

thats what I would try next

When I said it needs to be red hot I meant the bolt needs to be red hot .

X2 on not red-hot, as you'll just be melting the aluminum. Really, you want to heat the aluminum so it expands and not the bolt. Some mild whack with a hammer on the end of the bolt can help get it unstuck too. Use antiseize on the replacement bolt, as steel (and in particular stainless) like to seize into aluminum.

Ok finally got the bolt out but my question I couldn’t get the the pulley to seat all the way flush on the new pump and i didn’t look to see how far the other sat on the old pump!! I’m putting on a new pump and pulley and after I got it all on all the pulleys look aligned and in good shape and no noise!!!!

Yeah, that ain't on all the way. The shaft should be flush with the pulley face. Isn't there supposed to be a bolt in there too?

it didn’t have bolt just pressed on!!! My puller I used to install got to where the pulley was turning when I was I was pressing it on! I’m gonna pull the fan again and press it on while it’s on the engine!

What kind of installer are you using ? does it have a bearing that pushes on the pully or just a washer ?

it’s Pittsburgh installer from the ol harbor freight, it had the bearing then the washer! I got it to finally seat flush thank the lord!!!! Had better leverage with the pump being on the motor and the belt on!! The pulley was spinning on me when I had it in the vice!!
