Broken cigarette lighter

I drive a 1998 Cherokee Sport. The cigarette lighters don't have any power. What can I do to fix them?

In my '00 it is the 25 amp fuses in the fuse box in the footwell that controls these.
I think it was position 1 and 2. The ones that are kind of separate on top of the 2 rows of fuses.
I would start there.

The cigarette lighter is only hot with the ignition on or on accessory. The power outlet is hot all the time. It's possible someone plugged something in that blew the fuses. Twice!
