BRIGHTS?

so ever since I took apart my steering colum an replaced the ignition cylinder I think I've been driving with my bright's on and I did that like 8 months. Does anyone know Why my bright's are on wen I just turn the headlights on....
You should have to pull the stem on the left side of your column to change headlamp brightness - there's an operating rod that runs from the lever down to the dimmer switch on the column near the firewall (that's where it usually is, when it's not on the floor.)
When you put it back together, you may not have put the operating rod back in the right place. Even if you didn't do anything to the op rod, you may have dislodged it when doing your other work.

But wen I turn the lights on is the bright's system suppose to be on in the center of the dash

The headlight switch and highbeam dimmer switch are two different switches. I just had the same issue with my XJ an it was the dimmer switch. If you are sure your operating rod is working and adjusted properly you may have a bad dimmer switch. NAPA has them for less than twenty dollars.
