Default Break pedal surging

Ok I searched and didn't find any thing like mine is doing. When I start my 2000 cherokee limited the break pedal surges when you hit the breaks (driveway,parking lot speed)like no powerbreaks, until you get to 25 mph. After you get it up to 25 mph they work fine untill you turn it off, then it starts all over. I'm thinking booster but don't really know how to check it out, like it is doing. fluid is good in master cylinder. Thanks guys for your help.

def sounds like a booster issue... do you have abs?

I do have abs, I will have to see if it works this afternoon. Don't want to spill my coffee tis morning lol,I need every drop.
