Default brake light and odometer issues. I need help

Hi all. I'm brand new to the XJ world as I just bought a 1999 XJ limited.
here is my problem. If the lights are off and I hit the brakes, the odometer goes out and all the lights associated with the parking lights come on. If the lights are on, the odometer goes out and my brake lights come on and stay on with all the other lights.
I have checked all the grounds I could find. I unplugged the brake switch, I pulled the taillight bulbs, pulled all fuses one at a time. Nothing has given me an indication as to what could be wrong.
If any of you can give me more ideas, I would greatly appreciate it.
thanks.

So this is what I figured out today. when the lights are on, the brake lights are only on in the third brake light, and the drivers side brake light. The passenger side brake light is not lit. only the taillight.
Also, I figured out if I pull the passenger side parking light fuse, everything seems to work properly as far as the brake lights and odometer goes. But my passenger side parking lights are not lit up obviously.
Any of this help? I'm electrical stupid, so I'm not sure what to do.

You have a short and that fuse you pulled should help narrow down the search do you have access to wiring diagrams, do you know how to read them and a volt meter?

If you can let me know what kinda volt reading you get at that junction with it on (no fuse in)

I'm having the same problem and I've changed the headlight switch and same problem. I've checked all the grounds and plug. Also when my lights are off and I hit the brakes all my parking lights come on. Any help would be great. Thanks.
