Blower or Controls? Is the question
Ok sometime this summer my 01 Cherokee only works on HIGH, I was wondering if there were any issues with either of these or what one might be causing this? Thanks in advance!!

Its Neither. Its your blower resistors. The resistors control the speed of you A/C blower. If the resistors go bad then your A/C blower speed will only work on HIGH. Replace those and you will be good to go.

For the heck of it, the usual problem is the blower resistors, yes. And in typical parlance, a rheostat is a variable resistor, of which there are none. There is a selector switch selecting different circuits, which have different set resistances. A rheostat was actually a specific type of variable resistor even, but I would give way on that if we were talking about some other kind of variable resistor.
If you don't agree that's fine, just call it what the manufacturer or the replacement parts companies call it. I'll let anyone who so chooses that line of reasoning to look it up themselves.
