I want to get some Black crarars to go on my stock wheels. I believe this would make the width of the wheels 7".
But I also plan to get a lift from 3.5-4.5" in the near future and run 31's.
So my question is, how wide are most people's 31" tires? Would 7" Cragar wheels fit them?
Sorry if these things I'm asking sound so stupid, but I am very new to this.
Thanks

Stock will hold a 31x10.50 but it may just be ok for street use as you may unseat the tire at low pressure off road. That tire is much better suited to an 8" rim.
If you are new then no question is stupid. We are here to help you.

x2. what Blue said. Most 31s are going to be 10.5" wide, which will sit on a 7" rim, but I wouldn't trust it if it were me. Get 8" rims and you'll be opened up to a whole new world, as you can find 32s, 33s, and i think even 34s in 10.5" width.

Would I have to get spacers if I had, say a 4" lift?

If you're getting different wheels, get them with 3.75 or 4" backspacing. That will "dish" the wheels out, keeping the wider tires away from your suspension and inner fender well. I have 4" backspacing on my 8" wheels, FWIW. They stick out past the fenders just a tad, but there's nothing wrong with extending the width of your axles if you're increasing the height of your vehicle.

And they'll still tuck up nice.

When I say "extending your axles" I really mean the point at which the outermost part of your axles, in this case the tires, makes contact with the ground. By dishing out the wheels, your point of contact with the ground is now wider, thus helping with stability when increasing the height of the vehicle. A low center of gravity is always a good thing to maintain on these vehicles, and widening the stance helps keep that in check.
Does that make sense?

How can I do it?
Again, sorry for being so ignorant about everything but It's my first time with this stuff and first time with a vehicle! I just turned 16 as well.

You can do it by first deciding how wide of a tire you want in concert with your lift height and then buying appropriate sized rims and keeping your backspacing at less than 4". That should increase your track width and increase your overall height while keeping your center of gravity as low as possible.

IMHO you should go with the 15x8 cragar with 4" back space. When I first caught the bug I had cragar soft 8 15x7 and wanted to move to 15x8. In the long run your better off just getting the 15x8 from the start.

Well, you've already decided you want to get 3.5-4.5" of lift, right? The most suitable tire size for that amount of lift would be a 31" tall tire. 31" tall tires most commonly are 10.5" wide, which, IMO, would require a wheel that is 8" wide. So... get 15x8" rims. But to keep those wider tires away from your suspension components at full turn, as well as increase the width of your vehicle's "stance" (thus keeping a low center of gravity), you'll want to make sure those wheels have enough backspacing. Mine, for example, have 4" of backspacing, which as you can see in the pics I posted, gives me plenty of clearance for my suspension components, and also widens the vehicle's stance, but when flexed still allows the tire to stuff up into the fender well.
That is the ideal setup, in my honest opinion. But Jeeps are a blank canvas, so you're free to explore any option you like.

These are 15x7's on 33's.
