wait wait wait....what PART of the smog test did you fail? The different tests point to different components/issues. Reply back.
And those prices are ludicrous! an o2 sensor costs $50 and can be replaced by a monkey in 5 minutes. And you probably don't need a tune-up just to pass smog, unless it hasn't been done in a long while or is not running well.

Since you failed CO (only?), there is no way a cracked header would cause it even if there was a crack.
ok i would do these things in order:
1. Oil change - big cause of CO failure
2. Air Filter clean?
3. change the o2 sensor (upstream - before catalytic converter)
4. clean the throttle body
Other things that can cause this are a faulty MAP sensor, Coolant Temp Sensor, or Throttle Position sensor
Also make sure the car is fully warmed up - take it for a SPIRITED drive prior to the test, and wait a week or so after changing any components before retest for the computer to adjust.

They are correct, a high CO will usually cause a high HC reading as well. Get tested after doing those 4 simple things and see if it passes. I'm betting it will.

Let's remember a crack in the the header will cause a O2 to malfunction and give incorrect readings.

water pump? so it over heated? like everyone has already said those prices are ridiculous. someone with a welder could fix the header for free. you might not need all of that to pass smog anyways. where in CA are you located? theres a smog place near me in La Habra that was really cool when i got mine smogged. he was really cool and about everything and i'd go back to him any day.
