Best 3" kit may NOT be a "Kit". it may just be a combination of specific parts, to reach your goal. Is the lift for looks ONLY, In which case I would be more concerned with street ride. OR, do you want to be able to wheel it. Yes I know it's 2wd, and YES and 2wd can be wheeled.
mainly street just a bit of two track up by my cabin occasionaly, nothing serious. i'd like to buy it all in one go. does the rough country 3 inch with full packs include everything i'd need? http://www.roughcountry.com/jeep_xj_3.html

i was recommended http://zoneoffroad.com/product?ki=34&gr=-1 for a good price and the smoothest ride at the price range
never go aal. They sag real quick and make your ride a lot stiffer. for real cheap, you could just go with a bb and add 2 inches. That'll clear 235's no problem and 31's will rub, but mainly when you flex and turn it pretty tight. a 3" will clear 31's no problem. Rusty's 3" is $470 and gives you everything you need. You don't need a bigger steering stabilizer, but it is recommended and you'd have to get that separate from the Rusty's kit. Rough Country is cheaper, but as said before, you's have to get some of the hardware that it doesn't come with.
