bearing under steering wheel?

i tightend the inverted torx and while i have it apart i noticed alot of play in the steering shaft itself. i noticed the bearing right below the steering wheel is missing a ball and looks like it has no outer case i was wondering if it was supose to be like that.. minus the ball i know there is not supose to be any of the ***** missing but i figured while its apart i could replace it and would it be a normal bearing or is it specialy designed for the steering shaft. when i removed it, it was basically just a inside of a bearing with the outside exposed.also if anyone has experience with the tightning of the torx when i removed the white plastic piece for the blinker/wiper switch a black piece fell out that goes to the brites about an inch long and has a curved edge, one side has open slot and kind of flat on the other... i did not see how it fit in. anyone have an idea let me know. thanks for the help in advance.
