bad wiring to the radio?

bad wiring to the radio?
my buddy just picked up a $700 xj 
Well we put in a new radio after 2 blown fuses
it only works if the head lights are off
it only shuts off if you kill the engine and restart and kill it again... yes restart the engine... no, im not saying it wrong
its always getting constant power, because I can eject a CD
I am majoring in general electronics and wiring repair and I have no clue...
(I got a headache and watched from acrossed the garage with a cherry picker
)
