Bad wiper switch or bad ground?

Bad wiper switch or bad ground?
My 90 XJ wiper motor seems to have intermittent power. Every now and then it will work on low but quit in the middle of it's stroke. The relay doesn't even work at all. Trying to see what you all think what the the culprit may be. Switch? Motor? Module?(the one under the steering post), Bad ground? Any leads to this problem will be helpful. Thanks, Curtis

1. It never hurts to clean your grounds. A lot of strange problems can be solved that way, and it's pretty close to free.

The switch inside has been changed before. Maybe I will just check to see if it need replacing. I'll check the switch for any grounding issue that might have come up. Still need to finish cruiser54's steps. I'll pull it into the shop and start ohmaking reading.

Unplug the intermittent wiper module and plug the harnesses together without it. See what happens.
