Won't turn any more?
Did you loosen the idler puller bolt a small amount, then adjust the threaded rod that it is attached to which moves the pulley?
If the pulley bolt broke, as you mentioned earlier, then perhaps the procedure is being done incorrectly.
EDIT; This procedure may not be for your 1994.

 

i think I tightened mine till there was only about 1/4" play each way before it stopped squealing.

 

This is how my serpentine belt is adjusted also, to keep it from squealing when AC is on. 1/4" each direction.

 

Correction to my earlier post. On your 1994 I believe the belt is adjusted by moving the power steering pump.
Could you or someone reading this, please clarify?

On the old ones at least, yes - the power steering pump has 3 bolts on the back of it, once loosened - it is allowed to "pivot" - which is assisted by loosening the long adjuster bolt.

You need to remove the airbox.

BleepinJeep (youtube dude) has a pretty good video on it for doing an alternator replacement. I'm sure there's a ton of videos of this process though, since you need to do this for alternators, the belt, idler pulley, water pump, etc.

The belts on 4.0's, as described above, do need to be pretty damn tight. Tighter than most vehicles I've been used to at least.

Also...I'm really questioning why someone would think it was a good idea to take any type of belt out of a junkyard. The Gates belts on RA go for like $10 sometimes on factory closeouts.

 

I belatedly looked at her year XJ. 1994 It has a different procedure for tightening belt that does not involve the idler pulley. At least my 1991 did.

Regarding the belt, I believe there was some confusion. It was the bolt for the idler pulley that was replaced with a salvaged one, not the belt.
But the idler pulley should not be messed with since the adjustment is at the PS pump.

The belt is adjusted by the tensioner. I can't tighten it anymore, and it isn't as tight as recommended. Any tips?

Ok, after tightening the belt the squeal continues randomly but usually the first 15 minutes of driving. I will look at the videos tonight-thanks.

The last time I kept trying to tighten the belt (tensioner) and the bolt wouldn't turn, it snapped. Not sure what to do since it's about 1" on each side. Rather than 1/4" as recommended.

 

On my 1991, the tensioner bolt that moves the power steering bracket was stripped. I used a prybar on the bracket to add tension and held it while tightening the bolts.

 

Guys I really don't think this is the tension on the belt but I could be wrong. The sound is becoming more prominent and consistent.

 

Then I would take the belt off and turn the pulleys by hand. Try to find one that is offering resistance, making noise, or feel like it is grinding or rough.
