Do you mean the catalytic converters? What is the reason for the infraction/ban thing? I don't get it.

I was reading this whole thread and was just wondering if 4.0 ever figured out his mpg problem, i get about 13 mpg right now so ima test my sensors and see if i can fix my problem, had 235/75/r15 and now got 31x10.5x15, also got the whole outside herculined and safari rack, same mpg before and after so the tires arent killing it but ill see what happens.

its a federal law that all vehicles are required to have a catalytic converter. read this:

The last poster brings up another issue - ethanol. It's "against the law" to NOT put ethanol in the gasoline. Congress KNOWS ethanol reduces mileage...which increases gas usage which increases tax collections (at 70 cents per gallon on average).
There are lots and lots of laws that are stupid, even more that are ignored by politicians. I do not understand why the fervor over cat converters. If someone wants to junk their cat...after fifteen or twenty years of duty on their xj - especially a trail rig or backup vehicle - I dont have a problem with it personally. Mine cat is still there...but if I'm ever faced with buying a new one to keep my car on the road, that will be a bridge I'll have to decide to cross.
As for the OPs mileage, my thinking is a couple of minor issues will cost you twenty percent mileage - tire inflation, engine "tune", and ethanol in the gas. There is nothing you can do about ethanol except vote out more idiot politicians (I know...that's redundant) but you can air up and/or get low resistance rollers and keep the engine tuned as best as it can run.
Little things can add up, too. Like poor alignment, dragging calipers, AC pumps stuck on, running the engine too cool, etc. In the end, though, a fifteen year-old car is, well, pretty old.

Forgive my ignorance but what I see is a reoccurring issue is that the Cherokee's (97 and newer) run OBDII's and '96 and older run OBDI's. Is this correct?
I also notice that there is alot of technical advice coming from us that drive, lets say 1st generation xj's. Does some of that advice going to help the second generation xj owners. Now I know voltage, amps, etc. is the same, but I am just curious.

OK. I read it. Forgive me for saying so, but Federal law also says it is against the law to enter the US without a visa or passport...but we've got 30 million criminals running around and God knows how many politicians chasing them.

If you notice, not each one of us has 3,580 answers to the world of xj problems and yes I refer to this for info. There was a TON of unanswered questions that sucked up major space on this server.... So if its dead make yourself useful and create a "dead thread" section instead of in active things. By the way my 9 year old loved your avitar.
I'll assume you didn't even click the link and did the leg work for you. In the past 11 months that thread has racked up ~60,000 PAGES with the most recent post being within the last 2 minutes. Quite the opposite of a dead thread if you ask me.

I've been there, done that on another forum and it wasn't pretty.
The reason I said that is: I was nice and helpful with giving you information that would help you keep from getting in trouble or even banned from Cherokee Forum, you proceeded to be a smartass about it, while also reviving a dead thread.
Long story short: I tried being nice and helpful, you decided to be a smartass; thus you get the ******* treatment.
Also funny thing is, its an unspoken mantra of mine to not say anything on the internet I wouldn't say in person. Not that you care but I end up re-typing about 60% of my posts because of that.
