Bad feathering tires

You can simply measure across, at axle height. Find the right spot to use the the tread.
I guess the spec is zero, no toe-in. I'm stubborn and stupid. If I messed with mine I'd give it an eighth in, at the tread, at least.
Besides the string around all four...You can jack up a front, spin the wheel and with a rattle can (of paint) spray a strip. Then, with the help of a block, spinning the wheel again, make a clean line in/on that paint. Do the same to the other. Role it forward on a nice flat surface a bit. Now you have accurate lines to check your toe-in.
Because 1/16 ths matter, transferring from that line, down to paper/cardboard, taped to the floor with a level or plumb-bob is pretty tricky. It can be done. Better if you can to just measure with a tape at mid height.
If you get between 3/16 ths, and zero, toe-in might not be your problem.

from the little I know.. first off I figured I would try to explain toe, toe is mainly to compensate for the wheels wanting to point outward (or inward on some fwd cars) as the vehicle is going down the road. IE their pointing in because they want to point out as they are rolling, so when they are pulling slightly they become straight and don't tare up the tread by trying to pretty much drag (think skidding sideways) as they are going down the road, now, the older the steering components the more the tire will pull outward, thus causing toe out and the feathering your talking about. what year is that Cherokee? Spec says 0 is ideal for 92-96 where as 97-01 says .15 is ideal.. so start there... where is the front toe? if its towards the far end of the spectrum? or close to the minimum? there's also whats called stacked tolerances, say like your brake rotor is a bit warped, and your hub bearing is a little chunky, both may inspect fine separately but the combination of the two can cause a pedal vibration.. the same can be said for the front suspension, if everything is at the end of the ideal spectrum going down the road it can push everything to out of spec, and cause what you have...
