Does the kick down work? Does the torque converter unlock?
While driving at 50 MPH hold right foot steady on the gas and touch the brake with your left foot. The RPMs should rise 3-500 RPMs. The brake lite switch also signals the torque convertor to unlock. If it worked ok before then the TC solenoid may have failed.

I heard somewhere that if you have no vacuum or a large vacuum leak, the transmission will stay on overdrive and not downshift... Might want to check the vacuum tank in the bumper and the hoses...

Try to use the cruisecontrol, does that shift down when it should? Mine has trouble relese the tc, i have to hit the breake or press the gas to the floor. But when using the cruisecontrol it works ok.

Yarom was the closest one to the actual issue.
I didnt have enough info when I originally made this thread, but after I took her out I noticed a few new things.
It wasnt the shifting down of the transmission that was the issue, the engine simply wouldnt rev over 1900 rpms, and it felt extremely weak.
Turns out a tiny tiny vacuum hose popped off that connects at the intake manifold, coming from the fuel pressure regulator. It must have popped off as I was wheeling aorund.
Needless to say, I plugged it back together and she ran like a charm. I definitely secured it with a zip tie to avoid any future inconveniences.
Thanks for all of the replies gents, I have definitely learned a thing or two.

To clarify, I have searched, and could not find any issues similar to mine.
I recently purchased a 95 XJ, 4.0 HO, with the Auto transmission (aw4). Has a 5" lift and 31's.
My issue is that even after checking and correctly filling the fluid, the transmission will not down shift in order to pick up the rpms so I can climb even a paved hill. I can hear the engine struggle to make power, and I start to hear a whining noise come from under the jeep if the accelerator is held almost WOT for about 5 to 10 seconds.
The engine revs fine and idles just right. It will upshift and drive around normally, on flat ground, without an issue.
Is there a 'limp' mode with the auto tranny ecu or something?
Perplexing issue, and if I could get some advice I would appreciate it.

mine won’t downshift when I’m driving down the road and start going uphill. It stays in overdrive. It doesn’t matter what I do. Unless I physically move the shifter to second gear, it wont downshift. I’m new to Jeeps. What is wrong with mine? Lol
