anyone have ideas how to fix rear cut fenders

So I need to figure something to cover my rear tires so I don't get pulled over. Anyone have ideas.

They require lots of trimming, dont know if you have to much though...
JP magazine did a write up on them.
if not you could always make some tube fenders welded to side protection, quite a bit of work but very cool!!!

Strips of sheet metal tacked on. And a bead of RTV over that to smooth out the joint. And so water will not sit in there. Where I live, you'd be pulled over in a flash. Like that. Our police are not the nicest people either.
