Another cooling issue!

I know I know! I have a cooling issue that I cant figure out! My 95 started to over heat so I replaced the t-stat and t-stat housing. That helped for the first little bit then it started overheating again but only when it was at a stop. If I am moving I am ok so I figured the fan clutch but from what I can tell, it is good. I soon realized the e-fan was not kicking on when she was overheating and I mean it was almost in the red in the gauge!! I replaced the e-fan relay and still it wont kick on when its overheating, I replaced the coolant temp sensor, the one on the t-stat housing and still no difference. The only things left are the flushing of the radiator, replacement of the radiator or water pump. What way should I go??

I know you have an e-fan problem to deal with, too, but in my opinion something else is allowing it to get hot in the first place. If everything else is working correctly, it shouldn't even get hot enough to kick the e-fan on anyway. My vote is either fan clutch or partially clogged radiator.

If your clutch fan has any play (front to back motion), I would replace it, they are pretty common to go out and inexpensive. Ive had two go bad on me within a year,(2 diffrent vehicles of course).

The E-fan should kick on when the A/C is running. Do you have enough charge in the A/C system? Check the radiator with a laser temp gauge if you have one. if it's got cool spots then it's not circulating properly. is it leaking anywhere on the motor? (water-pump ect.) I had to replace my rad in my 89 because of that while I was at it I flushed the engine block out with water and alot of rust and whatever else came out. After that I had no more over heating problems.
