Charging at 13.8 was normal for generators. Alternator should level off more like 14.8. Over 15 you have battery issues like too much boiling.

I've been having a similar problem for over a year now, cant figure it out. Even swapped in a 136A alternator, didn't fix it.

Going to re-check all connections/grounds again tomorrow..

Correct. Usually they should be about 12.5 to 13v being new and around 13-16 while the vehicle is running cause the alternator is charging.

I had 3 mechanisms tell me my alternator was fine because it was charging at the right voltage and no one believed me that amperage is the important factor until I got it load tested at auto zone it was giving me enough power to run the car and accessories but it would very slowly drain the battery. I had a good friend and mechanic help me change it out in my schools parking lot

double check that ground strap from the back head bolt to the firewall, its the engine block ground, and its your alternators main grounding point to your batt and everything really. Check ohms/resistance, from neg on batt to back head bolt. Should be 0.
