I went out to start my jeep today and it acted liek the battery was dead, so i jump started it, but when i got it going my battery guage jumped to 19. I want to say it's the voltage regulater on the alternator but i'm not sure and second opinions?

Start it and check voltage at the battery with a dvom and see what it is there, should be about 13.5-14.0 approximatley.
Your alternator does not have an internal reg,it is controlled by the pcm,it has an evr,(electronic voltage regulator) internal that controls voltage.

It's charging at a high rate because the battery was dead and the alt is trying hard to recharge it to capacity. It's normal. Put a volt meter across the batt. and it probably will show it's not charging that high. Chrys. product alt. gauges were never very accurate. Just make sure the battery is good ,all cells, or it will not hold the charge, and eventually cook the alt. One bad cell is all you need

I have 96 Cherokee that had electrical problems. You better hope it's not the voltage regulator, because I know on my year, the voltage regulator is in the ECU. The guy I bought the Jeep from pushed the battery hold down bar to the side because it wouldn't fit under the hood and it arched off the positive terminal and shorted the electrical system and blew the alternator. Took it out in about an hour, got it rebuilt, and installed it. It took about 3 hours because the guys that rebuilt it took about an hour and a half. Not too hard to do though. Only cost me $75 to get rebuilt.
Charge a flat battery using a plug-in charger overnight - trying to charge a flat battery with an alternator is a very good way to kill an alternator!
Note: A flat battery can kill a new alternator. A dead alternator can kill a new battery. If you replace the alternator, make sure to charge the battery (or replace it, depending) so you don't kill something off...
