all my gauges stopped working

Your meter may not have adequate tolerances to read dead nuts 120 Ohms. 
Anyway... There's another member of the forum that's having similar problems, i.e., 60 Ohms with the instrument cluster plugged in and 120 Ohms with the instrument cluster not plugged in. He's done all the volt readings you have, replaced the PCM and TCM, and is now replacing his JB (it's ate up with mud, corrosion, tadpoles, etc.). He may try a new (junk yard) instrument cluster to see if it fixes the problem.
I suggest you try a junk yard instrument cluster as well.

Ok ya I think I'm running out of options here. I got 60ohms at dlc but didn't try with cluster unplugged. Ill have to buy a cluster than since I think that's the cheapest thing to replace first.

Ok so I decided to take apart cluster and noticed like a burnt spot on the odometer. Its hard to see in pic but I just wanted to see what you guys think. Its at the bottom right side. Could this be the problem. Now I just have to track down a replacement.

My new to me cluster came in today and problem solved. What a relief. Plugged it in and all gauges came to life. Thanks to everyone for the help especially ccken. I hate wiring problems and you broke it down for me to test everything before I went guessing and buying parts. One other question I have is new cluster has different mileage. Less so I don't really care but emissions testing might have an issue with that. Just curious if this will be a problem for me down the line?

If you need to have the Odo reset the dealer does that. You, know..sort of a black ops thing. Only they can do it with their secret tool.

Keep the old instrument cluster.
Good evening CCKen! I have been following three threads regarding BUS issues and No Start issues. My 01 XJ Sport had intermittent P0340 and P1694 codes that eventually became permanent. I have got the codes to go away and the keep starts and runs now, but it has a slight miss ans the transmission isn’t shifting right now. I’ve checked the voltage and continuity at most of the modules you have provided guidance on. I have the required voltages at the PCM, TCM, and DLC. I have low intermittent voltage at the instrument cluster, overhead board for keyless entry, and the plug for the SKIM (no SKIM though). I’m not sure what to do next. I noticed more than one twisted pair go into a large plug just below and to the right of the TCM. Should that be the next step?

I had all the gauges stop working, fearing the worst, I drove it for a couple of weeks but thought of a speeding ticket/running out of fuel made me think I really ought to do something. What the fix was, I can't now remember, so it must've been something really stupid, like a fuse.
