Air filter box part. Question

Air filter box part. Question
What is this and do I need to leave it in the air box? I searched but could not find anything related. Partly cause I have no idea what its called. All help greatly appreciated

you can remove it but I would leave it in, it's designed to direct the air flow towards the center of the tube to keep turbulence from forming as the incoming air passes over the ribs in the rubber elbow in your second pic.

People have all kinds of theories of what it is, but IIRC the FSM says its a Venturi to help pull vapors out of the charcoal canister.
Commonly removed, None of my jeeps had it.
Ive heard claims of improved MPG without it.
