The throttle body is what allows the actual air-flow into the engine.

Actually, the Throttle Valve cable goes to the trans and helps control the shifting/downshifting. It can be adjusted.

I knew that but since my TV Cable is so off its robbing my engine of air and using to much gas and not enough air. How can i fix it, i KNOW there is something underneath the jeep that you mess with to fix it. I saw my friend work on his 98 dodge durango and he got underneath it and twisted something and it fixed it. Where is and what is mine.

The adjustment is on the TB end.

There's a procedure in the manual that needs to be followed. I'm in Mich. away from my books and comp., sorry. This lap-top sucks.

Follow the steps carefully and Bob's your Uncle.
Should correct any shifting problems you might be having too.

Default Intake Resonator Removal

I recently deleted the resonator sitting on top of the intake manifold on my XJ 4.0 1998 - didn't recognize any change in mpg or hps. However the exhaust sound got a tad louder and the heat at the intake is dissipated much more efficiently

Curious where you got the numbers. All of the documented dyno data I have seen showed no change or even a slight negative effect when adding a cold air intake, especially the snorkel becaue it has to pull the air that much farther which increases friction. IMHO just install a K&N air filter or get a different vehicle.

I have a '99 XJ 2.5 2WD bored .030 over and a '99 XJ 4.0 4WD and yes the 4.0 has more horsepower but with todays gasoline prices I'm digging the mileage I get from the 4 banger, especially compared to my diesel truck which gets about the same mileage as my 4.0. If you want more power (and problems) consider a turbo.
