AC Removed, Now Blower Problems

When I swapped in the newer engine into my XJ, I removed the AC components; well except for the compressor for on board air in the future.
Every since I removed the condenser and the AC lines, the HVAC panel will only blow air out of the defrost vents; no matter what setting the panel is on.
It also pulls the voltage down big time when I turn the blower on any speed but the lowest setting. I don't know if they are related or not, but I need to get it fixed.
Any ideas on how to correct these problems?

They are all still in good shape. When running if I disconnect the ball, I can hear the vacuum.
The only one I took off was the one that goes to the valve in the heater hose lines. I plugged it.
