Default Ac compressor question

Put a new ac compressor on. Now it seems to kick on and off even when the heats on. Is this normal. Weather is getting colder in Ohio. I was going to just unplug it but would like to fix it correctly.

R u positive it has the proper amount of refrigerant and oil by weight?.......and there are no refrigerant leaks? After our a/c overhaul, the compressor seldom cycles off (34F at the center dash vents).
