Default ABS stuck on?

Something with the Abs is stuck on all the time on my 89 Cherokee 4.0. With just the key turned on the motor is clicking. (I think it is the abs motor. it is under the coolant bottle.) While driving there is almost no brakes because the abs is activated all the time. I can feel the pedal vibrating while jeep is stopped. I am not sure how the braking system works but it seems like all the brake fluid got pushed into the overflow reservoir. When I pulled the cap it was overflowing. when I pull the abs fuse (2amp) the brake pedal is real hard to push and almost does not stop the jeep. I also lowered the fluid to the proper level and it did not change anything.
My questions are:

Is there a way I can turn off the ABS and just have normal braking? (pull the fuse?)

If I do pull the fuse do I need to bleed the brakes to get the pedal to push?

I would like to find a way that I can just bypass the ABS.

Thanks for the help.

idk how the ABS works only that it is crap...just pull the relay from the fuse box, that will kill the ABS, you dont need it anyway

Fixed it for now. I just put a new ABS motor in it.
