99 XJ Sport, Engine ID?

Okay so i picked up a 99 Sport for a steal and had a question.
It was my understanding that they changed the intake and ignition on the 99's (better flowing intake and coil on plug ignition)
I pop the hood on this one and its got the distributor type ignition not sure on the intake though. Stick style injectors i know that. I looked at the build date and it was 3-99
So when exactly did they change the ignition and intake, im starting to wonder if it was a mid-year change?

Also if anyone knows how to take care of the groaning from the steering wheel that would be really helpful! Our 98 and 99 both do it.

All model year 1999 XJ's had the distributor ignition system. 10th position VIN "X".

My 99 does the same thing with the steering wheel groan. It's definitely something in the steering column but I haven't taken it apart to find the source yet. If anyone else has figured this out, I too would like to know!
