99 XJ Not cranking

Default 99 XJ Not cranking

1999 XJ 4.0l 4x4 automatic. Former government vehicle. Owned it for about a week.

My Jeep will not start. It will not crank. when I turn the key to start it I hear one click coming from a strange relay hooked to my battery (see pictures). It has done this to me three times now. First time I jiggled the battery cables and it started. Second time I had to disconnect the battery for a while then it started. Last time nothing helps. No starting whatsoever.

It does not click repeatedly when trying to turn over.

Battery and alternator have been load tested.

Battery is only 6 months old.

I cleaned the insides of the battery clamps and the poles on the battery.

the Jeep had a Viper 500HF security system. But it is all disconnected it seems like. the alarm and the Valet Switch are not connected.

I have tried starting it in neutral and running the shifter through the full range of gears several times and jiggling it. Nothing. My previous XJ had a bad NSS so I don't think this one does.

When it did start previously it started perfectly and ran perfect. It has come and gone three times now.

Could anyone have any ideas?

And what is that strange relay that is hooked onto my battery for? It is on the passenger side on the firewall. It is the little black box on the white that is grounded.

you can crank by jumping the big starter cable to the solenoid connector.
if youre in park and key is on you can start without the nss sww.
be careful standing beside the car! you can reach from the top. i did it when i had trouble.
if no crank with this jump, batt ok, starter is bad.
it MUST CRANK with this jump.
