99 sport power locks issue

99 sport power locks issue
I got a 2 door and the key fob only unlocks the door when one of the doors is open, or with the keys in the ignition turned to the on or run position. There is no noise or clicking when it doesn't work. The door switches operate perfectly. Any ideas?
