On my 99 it turned out to be this. Advance auto calls it a ignition pick up coil. Some call it a stator. Easy 5minute job , remove cap and rotor and it's right there under the rotor. No need to remove distributor.

Cam sensor? My gf's 96 died last week. Ended up being a cam sensor. Mine ended up being CPS. 2 bad ones and finally got a good one.

My apologies for aksing but I thought the 99 had the coil pack? The reason I ask is did someone do a swap somewhere and the water intrusion messed with said swap? If that was stock on a 99 then never mind.

My vote would go towards the cam sensor as well.

When you say you have fuel what do you mean? Fuel pressure? Are you getting injector pulse as well?

The '99 Grand Cherokee's had coil packs. The XJs didn't get them until 2000.

This may sound dumb but did you try changing your positive battery terminal? I had a crank no start and after changing wires, plugs, cap etc etc I changed the battery terminal and it started right up.

OP what all have you changed?

What have you tested and how? Do you have injector pulse? No spark at all six?

Did you get it fixed?
