'99 cherokee 4.o operating temp?

Hi all, new to the forum. Quick question about the water temp on my jeep.
its hot today in Arkansas, like 103 heat index
. The temp gauge in my dash was reading at the first line over 210 (220 I guess?). This happens all the time and I have never thought anything of it. But out of curiosity, I plugged in my Scanguage ii, and it read around 245degrees (gauge in dash still 220). A/C running full blast, pulling 33's, and with winch and lights in front of the grill. But giving no symptoms of over heating.
Just wondering if this is normal or if anyone else had noticed this. I haven't had a problem with it running hot and boiling over in the last couple of years, just curious about the discrepancy in the readings.
