98 G101 ground!!!

98 G101 ground!!!
I am replacing one of the wiring harnesses, and I am down to these two studs. I cannot get the 2 nuts on either one to loosen up. They are both loose but tight onto the terminals.
Anyone dealt with this? Any tips?
