96 Cherokee OBD2 won't connect?

Default 96 Cherokee OBD2 won't connect?

My buddy has a 96 XJ and it is having some issues with the torque converter not locking, I am pretty sure the solenoid is bad, I put power to it manually and it still didn't lock. When I go to hook up my scan tool to see if there is any codes it powers up but won't connect, I have tried two different scan tools both did the same thing, also the check engine light doesn't come on when you turn the key on so I think the bulb is bad.

Is the connector under the dash on the drivers side?

Just wondering. It's my understanding that the '96 can be either OBD1 or 11 depending on DOM. OBD1 connector is under the hood.

Hmm. To me the check engine light now coming on together with the scan tool not connecting suggests either pcm or problems with the connectors to it.
