96 Cherokee OBD2 won't connect?

My buddy has a 96 XJ and it is having some issues with the torque converter not locking, I am pretty sure the solenoid is bad, I put power to it manually and it still didn't lock. When I go to hook up my scan tool to see if there is any codes it powers up but won't connect, I have tried two different scan tools both did the same thing, also the check engine light doesn't come on when you turn the key on so I think the bulb is bad.

Engine: 4.0, new lifters valve job with new springs and exhaust valves, preload set with shims
Hmm. To me the check engine light now coming on together with the scan tool not connecting suggests either pcm or problems with the connectors to it.
