96 4.0 Intense Power Steering Whine

Hi again!
I guess my XJ feels unappreciated and is acting out for attention.
My power steering moans so loud with the slightest turn of the wheel.
It gets louder the more I turn the wheel.
Under some extreme circumstances (extreme parking, extreme right turns, extreme trying to get out of the driveway) it feels like the engine bogs down. Noticing a decrease in gas mileage on the highway and especially in city. Maybe 10% decrease. Not sure if that means anything or not.
One other thing, probably not related, it likes to knock loudly on occasion. Regardless of oil pressure.
All I know to check is the fluid. Levels look ok... Any suggestions as to what else I could do, or what might be going on?

My -89 steering pump started making alot of moaing a year ago, and when checking the fluid level was good and no foaming. I emptied the system of fluid, flushed it and put in new oil in it. Started the engine and no more moaning. Still after a year it is quiet so why not try to replace the fluid, maybe that helps, and it is faster and easier then replace the pump.
