Yeah, I think you nailed that one.
Before the tstat change, the gauge resided just left of 210. I don't remember seeing it travel above that until a coupla weeks ago. It was nearly red lined, so I turned on the heat and the temp came down. Since the tstat change the temp gauge resides just to the right of 210. It now regularly climbs as high as the third mark on the gauge without engaging the e-fan. I can't remember it getting hot like that before, and although I checked the old e-fan's performance by seeing if it ran with the A/C, I can't recall specifically knowing it engaged due to high engine temps only.
Sorry I didn't absorb the info you posted last night. I was pretty tired, and I skimmed and didn't read. My bad.
Okay, so we know the fan works, which does, indeed, prove the relay is good.
Temp sensor is... new. But not verified. Somewhere around here is chart showing the voltages the temp sender should be producing at various temps. If you can find that, it wouldn't hurt to verify the operation of the temp sender itself.
What's bugging me is that last comment. I'm wondering if you have two problems - the water pump has lost a vane or two due to corrosion (as pictured above) and so you have a new overheating problem, plus, a long-standing failure of the e-fan to activate at high temps, which you have now noticed due to the overheating problem. Could be?
As for running a bit hotter with a new T-stat. I wouldn't worry about that, myself. Different T-stats flow differently. I'd focus on the overheating (fan clutch, water pump) and the e-fan.

Working many hours away from home. I'll manage the issue for now using the heater when in slow traffic. I may install an e-fan bypass switch. Will update when info is available. Thanks for the input!

I did that once under similar conditions. Had no time to fix it the right way. I did eventually get it done, but the switch got me by until then.

Finally got a hot day and local, stop and go traffic. When the temp started climbing to the first line after 210, I pulled off to the side and waited in the sun. When I heard the efan come on, I popped the hood and used the IR gun to take a reading of the front temp sensor (231) and back temp sensor (229).
I am convinced the factory programmed a few of the 1995 and 96s XJs to have the efan kick on at around 231. And the efan runs only until the temp gets down to the mid 220s - then it shuts off.

Update. Swapped out the temp sensor with another new one. E-fan now kicks on when it should!
