95 XJ Fuel pressure issue

Default 95 XJ Fuel pressure issue

Shout out to the amazing Cherokee Tech nation! I’ve truly enjoyed my time reading through the forums and have picked up on some really great tips and tricks over the years. I really miss my 98 XJ that I sold years ago and bought a 95 XJ a few months ago. I’ve been enjoying the process of getting the maintenance up to date and changed out a faulty neutral safety switch. The 4.0 runs strong and other than a death wobble when I go above 55, the jeep has been very reliable with no signs or symptoms of any issues.
However, I went to start the Jeep the other day and it cranked over but wouldn’t start with a half tank of gas.

No fuel pressure at the rail and 12vdc was present at the fuel pump relay so I installed a new fuel pump. Still no pressure.
Tried to run a diagnostic check but found that the check engine light doesn’t work! Well, that’s not good.
At that point I went ahead and replaced the CPS but that didn’t help.

Without a diagnostic code I’m a little lost as to what could be causing the loss of signal to the pump. I did run a temp ground wire from the negative post to the ground on the tank but that didn’t help either.

Any suggestions?

I just got here too and have been reading away.

I have a 96 XJ -2-Door and a 91 MJ - Eliminator. I will provide photos.

I had the same thing on my MJ and it was the small Black O-riing on the
Fuel Pressure Regulator. It was cracked.

New Regulator -(Standard brand) - this one had the gray o-rings.

Got Fuel Rail Pressure and fired right up.

Did you verify voltage at the fuel pump as well?

Apparently my issue is not isolated to fuel system. Here is a list of things checked so far.
- Check engine light doesn’t come on (bulb and connection are good)
- Engine turns over
- fuel pump not coming on (no fuel)
- Pulled fuel pump and bench tested. It works finey
- Starter fluid didn’t cause engine to hit (no fire)
- I installed different ECM and check engine light comes on but no start. I don’t believe the ecm was correct unit for my jeep so not ruling out a faulty ecm yet.
- All fuses are good and swapping out relays didn’t help

Any suggestions appreciated.
