'95 Gauges Not Working

EDIT: year is 1996
Picked this car up last Saturday. 1996 4.0 4WD
The symptoms:
Old dash with idiot lights; directional, highbeam, dash lights work. Fuel and speedo worked intermittantly the first day, including warning lights on left. Since then fuel and speedo dead. Dash lights are fine. All warning lights on left dead.
New cluster with gauges. Same symptoms. All dash lights work but no gauges or warning lights.
Horn works intermittantly but even when it diesn't I can hear the relay click.
Searched a ton, could be the clock spring but not sure. Any way to diagnose it?
Other ideas?

Update: I pulled the fuse for the horn while the engine is running and now everything is working. Except the horn, of course. Pretty sure this indicates bad clock spring.
