If it's downshifting the RPMs will go up, but you should be able to feel it accellerating quickly if that's the case. If the RPMs are going up without any real accelleration happening, then something else is going on.
First thing I'd do is verify that the kickdown cable is adjusted correctly.
When was the last time you had the filter/fluid in the transmission changed? If it's been a while, try getting it flushed and changed. It's amazing how often that actually fixes things. If you find metal in the fluid or on the drain plug, well, that should answer your question.
A slipping transmission can be a lot of things. Out of adjustement bands, a bad torque convertor, low fluid, broken down fluid, it's hard to diagnose over the internet. But unless the transmission is physically damaged it should be fixable. The XJs AW4 is a pretty solid transmission.

When was the last time the fluid and filter changed?
If not fluid and kickdown cable it may need the bands adjusting but would not do this until you have done the simple fluid and cable adjustments.

Well that doesn't make a lot of sense, since you said the RPMs are going way up. Hesitation implies that, when you push the throttle, the engine doesn't respond right away with an increase in RPMs. Sounds like something is slipping. What was done during the transmission service?
