'95 Cherokee Fuel Pump Issues

'95 Cherokee Fuel Pump Issues
I've been having good luck lately with my Jeep, but the other day it didn't want to fire up, I would just wind the starter and it wouldnt fire. Immdiately I figured it was a fuel delivery problem.
I checked the "bicycle valve" as I call it, on the fuel bar. No pressure. So a mechanic friend of mine said it was the fuel pump.
I am going to school in Erie, PA so I have limited resources and no garage or proper tools to work with, like I do at home. It's been about 20 degrees out the past few days.
I managed to change the fuel pump and filter myself. I did manage to get pressure at the fuel bar, then lost it. I disconnected the fuel line at the filter and do not get fuel when I turn the key to accessory. I checked the voltage at the harness near the pump and only read 6 volts when it should have 12. It is also 6 volts to ground from the harness so I believe its grounded properly.
I also checked the relay, it is good, and I have 12 volts there.
I had to take it to a garage this morning cause I have ran out of options, and needed to do something with a major storm coming.
Any suggestions?
A friend of mine said something about the crank positioning sensor, but how does that affect fuel delivery?

Problem was in the wiring harness that led into the gas tank. Two wires were bad.
I should have tested the pump before I replaced it, because my old one was good. A simple hook up to the battery was all I needed to discover the problematic stretch of wire.
