Default 94 Cherokee 2.5 Idle Problem

Ok. I have a 94 Cherokee 2.5 5 speed. I just had the whole top end rebuilt by a trusted mechanic. New head, valvve train, temp sending unit, thermostat, plugs radiator and battery. Jeep was running great. It died one day coming to a stop, but I was able to get it started and it ran fine after I loaded it up with gas. It would run funny with less than 1/4 tank before the rebuild so I was thinking maybe a weak fuel pump. It ran fine for a few days but died again when the gas was getting low. I got more gas in it and it died again. It will start and idle fine but dies if you give it throttle and let it come back to idle too quickley. When it dies it wont crank back up for a while, almost like its flooded the exhaust smells of gas and you can smell gas under the hood. Im thinking it must be some sort of idle or choke sensor but not for sure. Any ideas? While mechanic was working on the jeep all of my gauges quit. My mechanic got them fixed (rigged) but said the whole fuse box is corroded and needs to be pulled and cleaned. So it might be a fuse or relay of some kind too. Im now broke after paying my mechanic and still cant drive my jeep.

Once the jeep is allowed to warm itself up it will run fine. Everytime it's died on me has been within two blocks of starting it up cold and taking off. It has to be something to do with the choke...I guess? Is it possible for it to not know its warmed up and flood the motor? This is so frustrating, I just dropped 1500 bucks in the jeep and My caddie needs brakes and my bike is down too!!!!

Have you checked your throttle cable or mass air sensor?
