A blown capacitor in the PCM is fat like it's ready to burst, or is leaky. Or test with multimeter- charge with ohms, discharge with volts. They're usually (often?) 220µF 25V. I've got a bagful LMK if you need a couple (actually they're 35V but that's a good upgrade).

Pins 6 and 7 should be sending out 5 and 8 volts respectively. If they aren't then it's a PCM issue, but again, maybe just a broken pin(s).
Thank you ill try this when i get home from work. Id say it is computer tho bc it wasnt getting power from computer at all with test light till i took it out and turned it sideways and tested again with test light. But like u r saying i may be able to repair the conputer instead of replace it.
